Bailiffs Budget 847M Rubles to Ditch VMware While Buying Lenovo Parts

Original version ·

Russia's Federal Bailiff Service plans to migrate data centers to domestic software, but tender terms strictly mandate proprietary hardware upgrades for its existing Lenovo ThinkSystem arrays.

Russia's Federal Bailiff Service (FSSP) has allocated 846.9 million rubles to overhaul the server infrastructure powering its data centers and central office, according to reporting by CNews cited on Habr.

The procurement aims to replace core foreign software stacks with state-approved alternatives. The migration roadmap targets three key components:

  • Virtualization moves from VMware to RED Virtualization.
  • Backup systems shift from NetBackup to Cyber Backup.
  • Infrastructure monitoring transitions from DX Infrastructure Manager to Central Console (Tsentralny Pult), designed to monitor up to 1,000 sites across the country.

The contract also covers servers, storage units, memory, and expansion modules. However, the tender outlines a significant caveat in the agency's push for technical autonomy: expansion modules must be strictly compatible with existing Lenovo ThinkSystem disk arrays, explicitly barring non-equivalent replacements.

Because the bailiffs' operational data cannot simply be turned off during cutover, the funding covers dependency mapping, auditing, and phased commissioning rather than off-the-shelf licenses alone. The domestic software stack will have to co-exist alongside imported legacy hardware for the foreseeable future.
