The official blacklist published by the US Department of Defense targets 130 international institutions across Russia, China, and Iran. Under the updated directive, the Pentagon is strictly prohibited from allocating any federal funds for fundamental scientific research conducted in collaboration with these listed entities.
Among the newly blacklisted Russian heavyweights are top-tier academic facilities including Moscow State University, Higher School of Economics, Bauman MSTU, and MAI. The ban also sweeps through physics and tech giants like MIPT, the nuclear-focused Kurchatov Institute, and Skoltech, effectively severing official American scientific grants from reaching these labs.
This academic blockade builds upon previous economic restrictions from May 2023, when the United States hit specialized resource and mining schools—such as Saint Petersburg Mining University and Gubkin University—with full SDN sanctions to freeze their commercial operations.
Cutting off joint research grants turns out to be a surprisingly effective way to stop taxpayers from subsidizing rival military innovation under the guise of academic harmony.
