It seems Russia is doubling down on its quest to turn the internet into a giant, expensive intranet. The government is planning a massive cash injection for Roskomnadzor to upgrade its censorship tools, because clearly, nothing says 'progress' like an iron wall.

The Russian government has earmarked nearly 60 billion rubles for the Main Radio Frequency Centre to keep the Automated System for Information Security running smoothly through 2029. This budget, outlined in the latest federal draft, effectively doubles previous spending projections for the same timeframe, proving that blocking websites is getting significantly more expensive as the digital landscape shifts.

At the heart of this digital bunker are the Technical Means of Countering Threats, hardware boxes installed in every major network operator's infrastructure. These devices act as the primary gatekeepers, tasked with throttling traffic, silencing unwanted platforms, and hunting down VPNs. According to Roskomnadzor chief Andrey Lipov, the country’s network is already fully saturated with this equipment, yet the upgrades continue.

The current ambition is to ramp up the throughput of these filters to a massive 953.9 terabits per second by 2030, a sharp increase from earlier, more modest targets. This upgrade cycle involves not just replacing old hardware but constantly refreshing the 'signatures'—essentially the digital list of what stays and what goes—to keep up with modern circumvention tools. The sheer commitment to maintaining this digital fortress suggests a future where the firewall is treated with the same bureaucratic reverence as a national utility grid.

It is truly impressive to watch a country decide that the most effective way to compete in the global information economy is to pay billions to ensure its citizens have the most restricted access to it.
