Russian internet providers expect pricing split under Ministry of Digital Development traffic caps

Original version ·

As traffic rules tighten and VPNs count as foreign data, Russian telecom firms warn of pinched pipelines and separate tariffs for domestic and global web access.

Russian telecom operators and industry experts warn that internet users could feel the first tangible service changes by September, following a government-backed moratorium on expanding foreign traffic connection channels. The shift also captures Virtual Private Networks under the foreign traffic umbrella.

Since March, the Ministry of Digital Development has required operators to clear all channel expansions through a formal approval process. According to Ilya Gudenko, head of telecom business development at TransTeleCom, current channels may eventually be capped or left unexpanded as data demand rises toward winter peaks. If bandwidth hits a ceiling, providers expect to squeeze out lower-margin retail clients, clear data pipes, and introduce tiered pricing that separates domestic Russian internet access from foreign traffic.

Industry players note that seasonal traffic dips following March have masked the immediate squeeze, but baseline volume typically climbs from August onward. Operators report no approvals have yet been granted under the new coordination system, leaving providers in the dark about exact regulatory criteria. Meanwhile, major internet exchange points like Piter-IX and MSK-IX have tracked shifting volumes, while regional mobile internet outages and blocking actions—such as the temporary December-to-June block on Roblox—have introduced unpredictable fluctuations in fixed-line loads.

If pipelines max out completely, industry representatives suggest that consumer-facing providers may split offerings into basic domestic-only bundles and more expensive packages that include foreign web services. Alternatively, network operators might attempt to filter out VPN traffic directly or impose economic hurdles by hiking prices for overseas connectivity.
