South Korea Hands Free Generative AI to Every Single Citizen
While the world argues over paywalls and subscription tiers, South Korea is buying massive supercomputers to turn generative AI into a free public utility for every resident.
Under the ambitious "AI for All" initiative, the South Korean government is preparing to roll out completely free and unlimited generative AI access to all citizens for handling civic tasks, calculating taxes, and booking healthcare visits.
To power this nationwide rollout, the state will distribute 512 brand-new Nvidia B200 GPUs among national telecoms SK Telecom and KT, alongside Kakao, the company behind the ubiquitous super-app KakaoTalk. Starting next year, public funds will directly subsidize ongoing data center operating costs.
The deal includes a mandatory barter: participating providers must guarantee core services remain free even if public demand blows past state budget caps. In return, tech giants receive legal permission to train proprietary machine learning models on live user prompts and interaction data.
Under strict regulatory terms, all deployed services must rely at least 50% on homegrown neural networks, tapping into local systems like K-EXAONE, Solar, Motif, and Kanana.
The policy lands in a ready market: approximately 25% of South Koreans already pay for premium generative AI subscriptions compared to just 2% in the United States, backed by a national 2026 AI investment budget of $7.2 billion.
Trading personal administrative queries for zero-cost compute represents a massive new social contract for the silicon age. When a government treats large language models as basic public utilities alongside running water, the boundary between public civic infrastructure and corporate training datasets vanishes completely.
